Dispatchable Generation Proposals
Dominion Energy Virginia (DEV) will seek proposals through a competitive request for proposal (RFP) process for up to 7.3 gigawatts of installed capacity (ICAP) of dispatchable generation, consisting of delivered capacity, energy, ancillary services, and environmental attributes. This solicitation is for the purpose of satisfying additional dispatchable generation identified in the company’s (IRP Plan).
Proposals may take the form of a Power Purchase Agreement (“PPA”), Asset Purchase Agreement (“APA”) or a Business Transfer Agreement (“BTA”). DEV will only consider proposals for facilities directly interconnected to the PJM transmission system AND capable of delivering Generation Capacity to the Company’s bulk power transmission system. Priority will be given to assets in the following order: 1) connected to electric transmission assets in the Dom Zone, followed by 2) the remainder of Virginia, followed by 3) the surrounding states of West Virginia, North Carolina, and Maryland.
Proposals from Bidders with generation resources located outside of Virginia, West Virginia, North Carolina and Maryland will not be considered by DEV. Proposals that do not qualify under this solicitation may find parallel opportunities within the annual releases of such other solicitations sponsored by the Company to serve the growing needs of DEV customers with increasingly clean energy, while continuing to meet the requirements of the Virginia Clean Economy Act.
