Overview

Between summer 2022 and summer 2023, we rebuilt an existing 230 kilovolt (kV) electric transmission line to replace aging infrastructure and maintain reliable electric service between our Waller, Lightfoot and Skiffes Creek substations. Vegetation rehabilitation activities continue through late 2023 in the right of way.
After more than six decades of service, the structures and related components on the approximately 13-mile line were at the end of their service life and needed to be replaced. The line parallels Interstate 64 north and west of Williamsburg, ending at the Skiffes Creek Substation in James City County.

Traffic Alerts
- Between May 14 – June 30, 2023 (UPDATE activities begin June 12 at Route 60; subject to change): up to 15 minute temporary stoppages of traffic on Route 60 between Governor Berkeley Road and Stratford Road in the City of Williamsburg, Virginia. For everyone’s safety, traffic will be temporarily stopped on Route 60 and access to business parking lots will be paused for 15 minutes at a time. As per our Virginia Department of Transportation (VDOT) permit, these brief traffic delays will occur between 9:00 a.m. and 2:00 p.m. There will be signage posted and flaggers to direct traffic. Lane closures are possible at times. A safety net is installed over Route 60 to allow traffic to flow freely while we work on the wires overhead. This will limit the number of temporary traffic pauses needed to complete work.
- Between April 24 – May 15, 2023 (dates subject to change): up to 15 minute temporary slow rolls of traffic on Humelsine Parkway / Route 199 in James City, Virginia (south of Route 60 Richmond Road and on Route 199 behind Warhill High School). During these days, wire pulling and slow rolls will only occur approximately ten times. As per our Virginia Department of Transportation (VDOT) permit, these brief traffic delays will occur between 9:00 a.m. and 2:00 p.m. There will be signage posted, pacing vehicles to slow traffic, and Virginia State Police (VSP) with safety lights flashing. This work is VDOT-permitted.
- Jan. 16–20, 2023 (dates subject to change): up to 15 minute temporary stoppages of traffic on Merrimac Trail (Route 143) and Pocahontas Trail (Route 60). Interstate 64 entrance and exit ramps 243A and 243B in both the westbound and eastbound directions will be temporarily closed, and traffic detoured. This is at the Busch Gardens entrance/exit. Work scheduled between 9:00 a.m. and 3:00 p.m. This work is VDOT-permitted.
- Dec. 12, 13, 14, 19, 20, 21, 2022 (dates subject to change): up to 15-minute temporary stoppages of traffic on Route 199 at the I-64 interchange; temporary closures of I-64 E ramps 242A & 242B and I-64 W ramp 242A with detours available. This work is VDOT-permitted. Work Hours: 9:00 a.m. - 3:00 p.m.
- Nov. 3, 4, 7, 8, 9, 14, 15, and 16, 2022 (dates subject to change): Route 60 (Pocahontas Trail) near Busch Service Road - temporary traffic stoppages up to 15 minutes at a time during wire pulling operations over Route 60. Work scheduled between 9 a.m. and 3:30 p.m. This work is VDOT-permitted.

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
On 1/20/21, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 9/15/21. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2021-00010 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
