230 kV Electric Transmission Line and Substation Project

Project Overview

Mecklenburg County has been successful in diversifying its economic prospects and growing new industries in the county. To keep up with the economic developments and increased electrical demands, we are building two new electric transmission lines parallel to one another on shared right of way into the South Hill/La Crosse areas, as well as three new substations in South Hill/La Crosse. A transmission line loop, referred to as the interconnect route, will be built between the three new substations. Unity Substation, located in Lunenburg County, will be constructed as part of the South Hill Project. This project will bolster reliability, address the energy needs of the region, and continue our commitment to providing safe, reliable electricity to our neighbors.

SCC

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On 10/6/22, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 6/14/23. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2022-00167 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.

  • February 1, 2023 – Notices of Participation deadline
  • March 6, 2023 – Respondent Testimony deadline
  • March 22, 2023 – Staff Report deadline
  • April 4, 2023 – Deadline for Public Comments
  • April 10, 2023 – Deadline for public witnesses to indicate desire to testify
  • April 11, 2023 – Dominion Energy Virginia Rebuttal deadline
  • April 18, 2023 – Public Witness Hearing, 10:00 a.m.
  • April 19, 2023 – Evidentiary Hearing, 10:00 a.m., 2nd floor courtroom SCC
  • June 14, 2023- SCC issued final order, approving
    • Northern/Unity Solution, Route Alternative 2 (orange route)
    • Interconnect Corridor A Route 1 (red route), Interconnect Corridor B Route 1 (peach route), and Interconnect Corridor D Route 4 (purple route)
