Lyles – Kilbourne Park Rebuild

At Dominion Energy, we are dedicated to finding the best solution for the long-term energy needs within the communities we serve. Based on long-range planning and historical analysis of our electric grid, Dominion Energy will upgrade an existing electric transmission line in the towns of Columbia and Forest Acres.

Project Details

Dominion Energy and its contractors will enhance the existing Lyles – Kilbourne Park 115kV transmission line by replacing the current wooden structures with stronger, more wind-resistant galvanized steel poles. The new line will be designed to meet all modern electric safety codes and provide improved reliability for our customers.

Location

The project will begin at the existing Kilbourne Park substation at the intersection of Clemson Avenue and Trenholm Road. From there, it will follow the existing right of way, before reaching the vicinity of Richland Mall Substation near the intersection of Beltline and Forest Drive. Tree trimming and removals will also be required along the existing right of way. Dominion Energy contractors will perform the work with limited service interruptions anticipated during construction.

What to Expect

Timeframe

Engineering design and environmental permitting for the project began in 2025. Construction is scheduled to begin by summer 2027 and continue until the end of the year. In addition to weekdays and normal work hours, weekend work hours may be necessary to meet critical project schedules.

Traffic

The project will cross several highly traveled roadways in Columbia and Forest Acres, including S.C. Highway 16 (Beltline Boulevard) and S.C. Highway 12 (Forest Drive). The safety of our employees, contractors and the general public is our top priority. Dominion Energy, in cooperation with local law enforcement, will implement necessary traffic control measures and post signage for temporary lane closures.
