Project Overview
Rapid growth in electrical demand, particularly in the commercial/high-tech sector in eastern Loudoun County, resulted in the need to build a new transmission line and substation. In 2022, this project improved electric reliability for all customers in the region.
The substation, along with new transmission infrastructure was needed to accommodate load growth and to maintain reliable electric service in the area.
For this project, we built new electrical equipment on private property located along Lockridge Road in eastern Loudoun County. This equipment supported the construction of a data center. in addition, we build transmission lines to bring electricity to both the substation and data center. Three new transmission lines are less than a mile long.

- October 1, 2020: The Virginia State Corporation Commission issued its Final Order approving the project.
- February 2022: Construction began.
- Late October 2022: Initial completion of construction.
- 2023: Additional substation equipment installation.
- Early 2024: Final completion of construction.
SCC Applications
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
On 12/17/19, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 10/1/20. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2019-00215 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
