Line 514 Corridor Upgrade
At Dominion Energy, we are committed to continually reviewing and analyzing our energy infrastructure to provide the most safe and reliable electric service. This project will address aging electric transmission infrastructure in Loudoun County while adding power and increasing reliability in the region.
Overview
The Line 514 Corridor Upgrade project will replace aging equipment, provide additional power to the region due to growing economic development, and help maintain overall grid reliability. The original purpose of this project was to replace outdated structures and conductors. However, through the PJM Open Window process, this corridor was identified to be optimized with additional infrastructure in partnership with other regional utilities. The current corridor has an existing 500 kV lattice structure and a double circuit 230 kV monopole. The new design will have two 500/230 kV monopoles and another 500 kV monopole. While these new and rebuilt lines will connect with First Energy, PEPCO, and NextEra lines at the Potomac River crossing, Dominion Energy will construct and maintain the lines from the Potomac River to existing substations approximately three and a half miles south near Leesburg. This project will stay within the existing right of way. A public re-announcement of this updated project is targeted for Q4 2025, with additional outreach and an in-person open house in January of 2026. The estimated filing date with the SCC is Q1 2026.

Legal
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia and requires certification for all transmission lines out of the ordinary course of doing business. or are at or above 138 kV. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On July 26, 2022, the SCC issued its Final Order authorizing Dominion Energy to proceed with this project.
