Line 514
At Dominion Energy, we are committed to continually reviewing and analyzing our energy infrastructure to provide the most safe and reliable electric service. This project will address aging electric transmission infrastructure in Loudoun County.
Project Overview
After nearly five decades of service, the structures and related components for line 514 are at the end of their service life and need to be replaced to maintain reliability for our customers. Line 514 was built in the 1960’s. We plan to replace existing lattice structures and overhead conductor for an approximately 3.1-mile section from Goose Creek Substation north to the Potomac River.
Three primary forces drive the need for new electric transmission infrastructure:
- Economic development, such as population growth or business expansion
- Aging assets, such as decades old structures that need to be replaced
- Complying with mandatory standards to ensure safety and reliability
These drivers often overlap, and at Dominion Energy, we believe solutions should always account for future energy needs while continuing to balance cost and impacts.

- October 2021 – Informational Virtual Community Meeting
- November 2021 – Project filed with the SCC
- July 2022 – SCC issues a Final Order granting the Company’s application and issuing a CPCN
SCC Approval Process
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia and requires certification for all transmission lines out of the ordinary course of doing business. or are at or above 138 kV. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On July 26, 2022, the SCC issued its Final Order authorizing Dominion Energy to proceed with this project.
