Langley

230 kV Substation Project

Overview

Lineworker in front of Dominion Energy truck

We are proposing to build a new 230 kilovolt (kV) substation next to our existing Peninsula Substation in the City of Hampton, Virginia. Langley Substation will be on approximately 1.9 acres, about 400 feet west of our Peninsula Substation, and within the existing 350-foot wide right of way. The new substation will look similar to Peninsula Substation.

As part of this project, we need to rebuild short portions (0.1 to 0.4 miles) of the existing 115 kV and 230 kV electric transmission lines southeast of the intersection of Neil Armstrong Parkway and Commander Shepard Boulevard. This will accommodate the new substation footprint. The new transmission line structures will be weathering steel monopole and three-pole structures similar in appearance and height to the original wooden poles.

This project will improve electric reliability and resiliency for area residential and commercial customers.

Benefits

  • Maintains current right of way
  • Complies with mandatory standards to ensure safety, reliability and to meet future needs
  • Minimizes impact to the community and environment

Timeline

  • January 2023: Announce project, begin public engagement
  • January – February 2023: Surveying activities, including soil boring
  • Once we receive necessary approvals, we anticipate construction will take approximately two years.

Work will be completed during permitted construction hours (typically weekdays between 7 a.m. and 7 p.m.). This work is necessary to maintain service reliability for our customers, and you may experience temporary construction-related noise and vibrations. Any noise and vibration levels are normal and will be monitored to ensure all activity complies with permitted levels. You can expect to see crews on foot or in vehicles accessing the right of way, which may include the use of access roads outside the right of way.
Your electric service is not expected to be interrupted as a result of this project. If there are any planned temporary disruptions to your power supply, we will make every effort to notify you in advance.
Langley Substation will look similar to the existing Peninsula Substation. Substation aesthetics, including site plans, are publicly reviewed by the City of Hampton, Virginia.
