Kraken Loop

500 kV Electric Transmission Project

Our mission at Dominion Energy is to deliver reliable, affordable and increasingly clean energy that powers our customers every day. With exponential growth driving the demand for energy across the Commonwealth of Virginia, Dominion Energy is focused on meeting that need while increasing reliability. To support these goals, Dominion Energy is planning the Kraken Loop 500-kilovolt (kV) Electric Transmission Project.

Overview

The Project includes building a new, approximately 70-mile 500-kilovolt (kV) transmission line through Louisa, Spotsylvania, Caroline, Stafford, and Fauquier counties. The line will connect the existing North Anna Substation to the proposed Kraken Substation in Caroline County and will ultimately tie into the proposed Yeat Substation in Fauquier County. This investment strengthens the grid, supports Virginia’s energy security, and ensures reliable power for your community.

The Project is in the early stages of development. As part of determining potential routes, Dominion Energy will conduct surveys to identify environmental, cultural, and historic resources, as well as any threatened and endangered species. Your input will help refine potential routes before they are reviewed and approved by the Virginia State Corporation Commission (SCC).

Benefits

  • You can count on safe and reliable electricity because the project meets all mandatory standards for safety and reliability.
  • You will have stronger grid reliability with infrastructure that reduces the risk of outages and improves resilience.
  • You benefit from greater energy security as the project ensures power can move where and when it’s needed most.
  • You receive electricity from a diverse mix of resources — natural gas, nuclear, wind, solar, and other sources. Your community and local economy gain long-term support as reliable electricity helps attract and sustain homes, businesses, and development.

Legal

The Virginia State Corporation Commission (SCC) regulates energy providers in Virginia and must certify any transmission line at or above 138 kilovolts (kV). As part of this review, the SCC confirms the need for the project and approves the route and structures. By law, the SCC must also consider whether potential impacts on scenic areas, historic districts, and the environment have been reasonably minimized.

To learn more about this process, please view our SCC application review process.

Dominion Energy anticipates filing the Project with the SCC in 2026.
