Hornbaker & Devlin Area
230 kV Electric Transmission Project
Overview

Dominion Energy proposes to construct a double-circuit 230 kV transmission line and switching station to support data center growth and increased reliability in the Prince William County Innovation Park and southern Data Center Opportunity Zone Overlay District.
The project involves building new 230 kV transmission lines. This includes:
- Tying in near the intersection of Wellington Road and Hansen Farm Road and running to an area northwest of the intersection of Hornbaker Road and Robertson Drive
- Routing from the Hornbaker Road and Robertson Drive area to the proposed Hornbaker Substation, located west of Hornbaker Road, north of the intersection with Discovery Boulevard
- Either a tie-in near the existing Wellington Substation to a future substation northwest of the intersection of Hornbaker Road and Robertson Drive
OR
a tie-in near the existing Hourglass Substation to the proposed Hornbaker Substation

Legal
The Virginia State Corporation Commission (SCC) is responsible for verifying the need, approving the route and structures, and reviewing the environmental impact of certain transmission lines in Virginia.
On March 14, 2025, Dominion Energy filed its application with the SCC. Documents related to the case are available to the public on the SCC Docket of the SCC website. You may search by Case No. PUR-2025-00046 in the "Search Cases" section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
