Electric Transmission Project

The Glebe Electric Transmission Project will allow Dominion Energy to continue providing reliable electric service to the area. The project involves 3 main components:

  • Rebuilding and modernizing the Glebe Substation in Arlington County, which was built in the 1970s and is reaching its end of service life.
  • Converting an existing overhead electric transmission line to an underground line between the Glebe Substation and Potomac Yard Transition Station.
  • Decommissioning of the Potomac Yard Transition Station in the City of Alexandria and the existing overhead line from service.

Legal

SCC Application

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On March 7, 2019, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on September 27, 2019. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2019-00040 in the "Search Cases" section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.

SCC Timeline

  • April 14, 2022 – Order Granting Motion for Extension of Construction and In-Service Date
  • March 7, 2022 – Company filed motion for Extension of Construction and In-service date
  • Sept. 27, 2019 – SCC final order issued approving the Glebe Rebuild project.
  • Aug. 13, 2019 – SCC Hearing Examiner's Report issued in response to the proposed project.
  • July 23, 2019 – A public evidentiary hearing will be held at 10:00 am in the SCC’s second floor courtroom located at 1300 East Main St., Richmond, VA 23219
  • By July 16, 2019 – Any interested person may file written or electronic comments on the application (referencing Case No. PUR-2019-00040).
  • On or before July 9, 2019 – Dominion Energy may file any rebuttal
  • On or before June 25, 2019 – The SCC staff must file a report and exhibits on its investigation of Dominion Energy’s application.
  • By April 23, 2019 – Dominion Energy must publish a legal notice of the application
  • March 25, 2019 – The SCC issued an Order of Notice and Hearing.
  • March 7, 2019 – Dominion Energy filed an application for a Certificate of Public Convenience and Necessity with the Virginia State Corporation Commission (SCC) to rebuild its Glebe Substation and underground North Potomac Yards.

Installation of sound wall around the launch pit. The sound wall is 24 feet tall and designed to reduce construction noise from the launch pit.
