Edsall
Overview
Edsall is a newly proposed substation in Fairfax County, connecting to the existing Van Dorn Substation. It’s needed to serve the growing data center load in that area. The project also includes new overhead electric transmission lines in a mostly industrial area where new townhomes have recently been constructed. This project website will give residents access to maps, simulations, a timeline and other project information so that residents can share their input on this project.

Public Engagement Process
Public participation and involvement are vital to project planning and execution. At Dominion Energy we strive to improve the physical, social, and economic well-being of the communities we serve.
Once a project need is identified, conceptual project planning and design begins. Dominion Energy consults with key stakeholders throughout the planning process to gather and incorporate feedback into design plans. Key stakeholders include local, county, and state officials, state and federal agencies, historic preservation and natural resource groups, Native American tribes, and community members.

SCC Application
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized. On July 26, 2024, Dominion Energy filed its application with the SCC.
