Dooms-Harrisonburg

Overview

Dominion Energy is planning to rebuild an existing electric transmission line between our Harrisonburg Substation in the City of Harrisonburg, VA and our Dooms Substation in Augusta County, VA. Approximately 22 miles of 230 kV transmission line between these substations is nearing the end of its service life and needs to be replaced with new structures that meet current safety and industry standards.

FAQs

The structures along this 22-mile corridor have been in service for more than five decades and need replacing to maintain reliable electric service.
Our project team will focus on public outreach in early spring 2024 to ensure all interested community members are aware of the project and have an opportunity to share feedback with our team as we continue the planning process. We intend to file an application with the SCC in summer 2024. We hope to see you at future public meetings so we can hear what matters most to you.

The SCC is the regulatory body with jurisdiction over transmission lines at or above 138 kilovolts (kV). Since this project is proposing to rebuild an existing 230 kV transmission line, it meets the criteria to be reviewed by the SCC. Dominion Energy intends to file an application in early summer 2024.

Although the SCC is the primary agency reviewing and ultimately approving the project, there may be additional permits needed from local, state, and federal agencies.

We want to hear your feedback. The purpose of our public engagement is to share, listen and learn from our community members. The SCC also considers public input in its review process. There are multiple ways to share your feedback with our team:

SCC Application

The Virginia State Corporation Commission (SCC) is responsible for verifying the need, approving the route and structures and reviewing the environmental impact of certain transmission lines in Virginia.

On April 30, 2024, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on February 20, 2025. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2024-00074 in the "Search Cases" section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments. Please note, the mailbox may not be available until a scheduling order is issued, typically several weeks after an application is filed.

  • August 13, 2024 – Proof of Notice & Service
  • August 20, 2024 – Notice of Participation deadline
  • September 17, 2024 – Interested person(s) may file a request to convene a hearing with the Commission
  • September 24, 2024 – Interested person(s) may file comments on Application
  • October 1, 2024 – Company deadline to file response to request for hearing
  • October 15, 2024 – Staff Report due
  • October 29, 2024 – Company Rebuttal due
