Substation and 230 Kilovolt (kV) Transmission Line Project

Dominion Energy proposes to construct a double-circuit 230 kV transmission line and substation to support continued economic development growth and area reliability in the Gainesville area of Prince William County.

The Daves Store substation will be located adjacent to the existing Heathcote substation near Interstate-66 and Lee Highway (Route 29). The 230 kV double-circuit transmission line proposes to run east from the Daves Store substation connecting to additional substations (named Trident and Stinger) before terminating at NOVEC’s Atlantic substation near the intersection of Wellington Road and Rollins Ford Road. Phase 1 of construction will run from the Atlantic substation to the Trident Substation. Phase 2 will run from Trident to the Daves Store substation.

This project was submitted to Virginia’s State Corporation Commission (SCC) in February 2024. The SCC issued its Final Order approving the project on 10/28/24. Please see the Legal page for the final approval document and additional details.

Legal

SCC Application

The Virginia State Corporation Commission (SCC) is responsible for verifying the need, approving the route and structures and reviewing the environmental impact of certain transmission lines in Virginia. On February 9, 2024, Dominion Energy filed its application with the SCC.

The SCC issued its Final Order approving the project on October 28, 2024. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2024-000021 in the "Search Cases" section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
