Chesterfield - Hopewell

Dominion Energy has an existing electric transmission corridor running from its Chesterfield Substation in Chesterfield County to its Hopewell Substation in the City of Hopewell. Approximately 8 miles of double-circuit 230 kV transmission line between these substations is nearing the end of its service life and needs to be replaced with new structures that meet current safety and industry standards.

January 22, 2024 - The Virginia State Corporation Commission (SCC) issued a final order approving the project. View final order.

SCC

The Virginia State Corporation Commission (SCC) is responsible for verifying the need, determining the route and reviewing the environmental impact of certain transmission lines in Virginia.

On April 6, 2023, Dominion Energy filed its application with the SCC. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2023-00054 under “Search Cases”. In addition, interested parties may comment directly to the SCC by sending an email to sccinfo@scc.virginia.gov.

Dominion Energy will host a virtual community meeting in Q1 2023, at which the public can hear from subject matter experts and ask questions related to the project. You can also contact us to add your mailing address and email address to our distribution list by calling 888-291-0190 or sending an email to powerline@dominionenergy.com.
Dominion Energy has more than 6,700 miles of overhead transmission lines. The proposed project seeks to replace existing overhead structures with new overhead structures. In doing so, the line will be rebuilt to current safety and industry standards.

Dominion Energy completes an evaluation of potential environmental, cultural, and historical impacts of the project. We will work with local, state and federal agencies to complete these evaluations and mitigate any impacts.

Permitting agencies on transmission line projects typically include the U.S. Army Corps of Engineers, the Virginia Department of Conservation and Recreation, the Virginia Marine Resources Commission, and the Virginia Department of Transportation. Commenting agencies include the Virginia Department of Game and Inland Fisheries and the Virginia Department of Historic Resources, among others.
