230 kV Electric Transmission Rebuild Project

Project Overview

At Dominion Energy, we are dedicated to maintaining reliable and secure electric service in the communities we serve. The Carson-Locks 230 kilovolt (kV) Electric Transmission Rebuild Project proposes to rebuild and reconductor 10.34 miles of existing 230 kV transmission lines that run from the Carson Substation on Ellington Road in Dinwiddie County to the Locks Substation on Rawlings Lane in the City of Petersburg.

To maintain reliable service for our customers, we will rebuild the existing transmission line from the Carson Substation to the Locks Substation. In addition to replacing the current 230 kV wires, a process known as reconductoring, we will also replace the transmission structures. Reconductoring will increase the ampacity, or maximum current carried, on the line. The line will be rebuilt within the existing right of way; therefore, no new permanent right of way is required. The lines were built primarily with wooden H-frame structures. We are rebuilding these with mostly weathering steel (brown) H-frame structures and some monopole structures, which require less maintenance and have a longer service life. The new structures will be, on average, approximately five feet taller than the existing structures. This project will ensure the continued safety and reliability of the electric grid.

Legal

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On 9/27/23, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 5/31/24. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2023-00168 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.

    Dominion Energy will host a community meeting in Early Summer 2023, at which the public can hear from subject matter experts and ask questions related to the project.     Dominion Energy has more than 6,700 miles of overhead transmission lines. The proposed project seeks to replace existing overhead structures with new overhead structures. In doing so, the line will be rebuilt to current safety and industry standards.

    Dominion Energy completes an evaluation of potential environmental, cultural, and historical impacts of the project. We will work with local, state and federal agencies to complete these evaluations and mitigate any impacts. Permitting agencies on transmission line projects typically include the U.S. Army Corps of Engineers, the Virginia Department of Conservation and Recreation, the Virginia Marine Resources Commission, and the Virginia Department of Transportation. Commenting agencies include the Virginia Department of Game and Inland Fisheries and the Virginia Department of Historic Resources, among others.
