Project Overview
At Dominion Energy, we are dedicated to finding the best solution for the long-term energy needs within the communities we serve. Based on long-range planning and historical analysis of our electric grid, Dominion Energy will upgrade an existing electric transmission line in the town of Mount Pleasant.

Project Description
Dominion Energy and its contractors will enhance the existing Cainhoy–Hamlin 115kV transmission line by replacing the current wooden structures with stronger, more wind-resistant galvanized steel poles, while also adding a second 115kV line along the same right of way. As we continue to experience extreme weather across our service territory such as Hurricane Helene, which triggered the largest restoration and rebuild effort in our company’s history, this project will significantly improve the reliability and resiliency of our system for customers in Mount Pleasant and neighboring communities.
Location
The project will begin at the existing Cainhoy Road substation and cross the Wando River. From there, it will follow the existing right of way through Dunes West, Laurel Hill County Park, and Ivy Hall, crossing U.S. Highway 17 before reaching the existing Hamlin Substation on Porchers Bluff Road. Tree trimming and some removals will also be required along the existing right of way. DESC contractors will perform the work with limited-service interruptions anticipated during construction.
Traffic:
The project will cross several heavily traveled roadways in the Cainhoy and Mt. Pleasant areas, including Clements Ferry Road, S.C. Highway 41, roads within Dunes West and Ivy Hall, and U.S. Highway 17. The safety of our employees, contractors and the general public is our top priority. Dominion Energy, in cooperation with local law enforcement, will implement necessary traffic control measures and post signage for temporary lane closures.
Timeframe
Engineering design and environmental permitting for the project began in 2020. Construction is scheduled to begin the early 2026 and continue until the end of the year.
