BECO to DTC

Project Overview

The substation, along with new transmission infrastructure is needed to accommodate load growth and to maintain reliable electric service in the area.

Rapid growth in electrical demand, particularly in the commercial/high-tech sector in eastern Loudoun County has resulted in the need to build a new transmission line and sub station. This project will improve electric reliability for all customers in the region.

At Dominion Energy, we are committed to reviewing and analyzing our energy infrastructure and doing this work safely to provide reliable electric service.

Three primary forces drive the need for new electric transmission infrastructure:

  • Economic development, such as population growth or business expansion
  • Aging assets, such as decades old structures that need to be replaced
  • Complying with mandatory standards to ensure safety and reliability

These drivers often overlap, and at Dominion Energy, we believe solutions should always account for future energy needs while continuing to balance cost and impacts.

For this project, we will build new transmission lines to bring electricity to the new DTC Substation from our existing BECO Substation in the Route 28 corridor in Loudoun County. The project will include the installation of new galvanized steel structures.

Legal

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On 12/2/21, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 7/7/22. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2021-00280 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
