The substation, along with new transmission infrastructure is needed to accommodate load growth and to maintain reliable electric service in the area. Rapid growth in electrical demand, particularly in the commercial/high-tech sector in Loudoun County has resulted in the need to build a new transmission line and substation. This project will improve electric reliability for all customers in the region.

For this project, we will build a new substation south of Dulles Airport near Route 50 in Loudoun County. This substation will support the construction of a new data center. In addition, we will build transmission lines to bring electricity to both the substation and data center.

The project will include the installation of new steel monopoles.

SCC Applications

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On 2/2/22, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 11/28/22. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2022-00012 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
