Altair
230 kV Electric Transmission Project
Project Overview
The substation, along with new transmission infrastructure is needed to accommodate load growth and to maintain reliable electric service in the area. Rapid growth in electrical demand, particularly in the commercial/high-tech sector in Loudoun County has resulted in the need to build a new transmission line and substation. This project will improve electric reliability for all customers in the region. At Dominion Energy, we are committed to reviewing and analyzing our energy infrastructure and doing this work safely to provide reliable electric service. Three primary forces drive the need for new electric transmission infrastructure:
- Economic development, such as population growth or business expansion
- Aging assets, such as decades old structures that need to be replaced
- Complying with mandatory standards to ensure safety and reliability
These drivers often overlap, and at Dominion Energy, we believe solutions should always account for future energy needs while continuing to balance cost and impacts.
For this project, we will build new electrical equipment southwest of the Leesburg Airport Route in Loudoun County. This equipment will support the construction of a nearby data center. In addition, we will build transmission lines to bring electricity to the substation.
Proposed routes for this double circuit transmission line are estimated to be 1.5 miles long and if approved, will connect transmission lines in an existing right-of-way near the Dulles Greenway to the proposed Altair Substation near Leesburg Airport.
The project will include the installation of new steel monopole structures.
Benefits
- Provide long-term reliability and durability without excessive maintenance
- Deliver operational system flexibility to meet future needs
- Comply with mandatory standards to ensure safety and reliability

SCC Applications
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
On 11/17/22, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 6/7/23. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2022-00197 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
